* Implement ghost comment mitigation

Adds a config option USER_DELETE_WITH_COMMENTS_MAX_DAYS to the [service] section. See https://codeberg.org/Codeberg/Discussion/issues/24 for the underlying issue.

* cleanup

* use setting module correctly
